In a Dutch oven or stew pot, sauté bacon until crisp. Remove bacon, crumble and set aside. Sauté onion, bell pepper, celery and garlic in bacon drippings until onion is translucent. Add tomatoes, chicken base stirred into hot water, sugar and crushed pepper. Stir well and let simmer for about 20 minutes. Adjust seasoning if needed. Add the okra and simmer until okra is done, about 20 more minutes (less if using frozen okra.). Serve alone or over rice with crumbled bacon sprinkled over the top.
