Heat 1-inch of oil in a large skillet to 375 degrees F .In a large bowl, mix together the okra, onion, bell pepper, salt, garlic powder, cayenne, water and egg. Sift together the flour, baking powder and cornmeal. Combine flour mixture and okra mixture.
Once the oil has reached temperature, drop a scant 1/4-cup of the okra batter into the hot oil. Fry 2-3 minutes per side or until golden. Remove from oil and drain on paper towels.
