Preheat oven to 350 F.
In a small saucepan, add ginseng capsules & water and heat to boiling. Note: Ginseng capsules may be pierced and the liquid squeezed out or added whole and boiled until the capsules dissolve.
Mix canola oil, eggs, peanut butter, powdered milk, and vanilla.
Add water mixture
Add rolled oats and combine. Add flour 1 cup at a time until too hard to mix.
Turn out onto counter and knead to a firm dough.
Use cookie cutter cut into desired shapes. Bake in oven for 10-15 minutes. Remove from oven. Transfer treats to cooling rack. Allow treats to cool and harden overnight in a cool, dry space.
Omit water and ginseng. Add 1/2 cup rice syrup.
